J. C. Penney Company, Inc. (NYSE: JCP) is acting like a company which might not be doomed after all. The troubled department store retail giant offered preliminary guidance on its month ending November 30, 2013 and the numbers were pretty stellar considering that the Black Friday numbers were weak at many stores.

The company’s comparable store sales grew by a sharp 10.1% in November of 2013 versus November of 2012. Its e-commerce sales online were called strong and running well ahead of last year. This is also said to be consistent with the prior month’s trend, although the comparable store sales gain in October was a mere 0.9%.

CEO Mike Ullman said that the company is encouraged by the early performance of its giftable items, especially among its private brands such as Modern Bride, St. John’s Bay and a.n.a. Here is where things may get tricky. J.C. Penney said that customers “took advantage of exciting promotions for gift buying for their loved ones as well as for themselves.” Another mention was made that the environment will remain as competitive as ever.

    Barclays upgraded share s of Vitamin Shoppe (VSI) today, expressing a confidence in management that was, well, heartwarming.

    Barclays’ analysts Meredith Adler and Sean Kras call Vitamin Shoppe’s management team “thoughtful, deliberate and disciplined” and praise their ability to diversify the business. As a result, they upgraded Vitamin Shoppe to Overweight from Equal Weight two days after Vitamin Shoppe released its earnings.

    But Adler and Kras also spent a good number of words explaining what Vitamin Shoppe isn’t–specifically, it’s not GNC Holdings (GNC):

    [Vitamin Shoppe] said it saw no fundamental change in consumer demand, nor did it feel much pressure from the bad media reports about things like multi-vitamins and fish oil, unlike GNC. [Vitamin Shoppe] has a much broader offering than GNC, however, so weakness in any one category rarely has a major impact on�[Vitamin Shoppe's] overall sales the way it does at GNC. Conversely, it benefits less when there are few very successful products. For example, diet is a far smaller part of the sales mix at�[Vitamin Shoppe] than at GNC. Last year diet had some strong products, but this year there are fewer. GNC�� comps were stronger than�[Vitamin Shoppe's] last year, but we like the stability of�[Vitamin Shoppe's] business, especially in the current environment.

    Shares of Vitamin Shoppe have gained 1.8% to $43.42 at 3:24 p.m., while GNC has risen 0.8% to $37.43.

All have great track records for business and stock price growth long term so this appears to be a strategic decision to finance through debt rather than equity. My question is at what point can an investor judge that this practice is no longer creating value but adding risk to the investment? There can obviously be too much leverage. However when money is cheap to borrow and ROIC is high this seems like a great way to create value for shareholders, to just borrow at 3% and buy stock with an ROIC over 20%, but how much is too much?
